Suisun City Neighbor Records
Neighbors around a Suisun City address appear in layers, and each layer answers a different question. A Suisun City neighbors search starts with the parcel, not a guessed name list. ReGIS establishes which parcels touch a block. The Assessor provides the lawful route to ownership information, while the City permit system adds dated work and named participants. Voter files are not a public block directory. Historical reverse directories may identify an earlier occupant, but they cannot stand in for a current household list.
| Source | What It Shows About a Block | Access |
|---|---|---|
| Solano ArcGIS parcel viewer | Parcel shapes, APNs, adjacency, public layers, and property characteristics | Public map; owner names absent |
| Solano Assessor property information | Address/APN context and the lawful route to assessed ownership information | Address/APN search; direct counter for ownership |
| Suisun City permit portal and history | Address, APN, work type, dates, applicant, contractor, and project values | EnerGov, reports, Building Division, or CPRA |
| California voter file | Registered-voter fields only for an approved statutory purpose | Restricted; no public block browse |
| Assessment districts | Official area labels and parcel-funded services | City district page and public meetings |
| Reverse directories and SCGS | Past occupants, businesses, and address-era clues | Library, society, or historical research |
A block worksheet should keep these evidence types separate. An APN is a parcel identifier, not a person. A situs address locates land, while a mailing address receives tax correspondence and can point elsewhere. A permit applicant or contractor is tied to a project, not automatically to the home. Record the source, inspection date, APN, address, and access limit before drawing a conclusion about nearby neighbors.
Map a Suisun City Block
The Solano County ArcGIS parcel viewer gives the clearest way to move outward from one address. The working chain is address to parcel/APN to adjacent polygons to a lawful Assessor channel. Its search placeholder is “Search by address or APN.” Enter an APN without hyphens. Address and APN searches use partial matches and offer no more than six suggestions, so a map sweep works better than repeated name guesses when a block has many lots.
- Search the subject address or APN, then zoom until the full block is visible.
- Turn on Parcels and use the rectangular Select control across the adjacent polygons.
- Open the map-extent Attribute Table and record each APN, situs, subdivision, and useful property fields.
- Use the Assessor’s lawful address/APN channel when ownership research is needed. Do not treat a parcel card as a household record.
- For a complete named-street chain, move to the Suisun City street directory and its address-focused sources.
Public layers include Parcels, Road Centerlines, City and County Boundary, Garbage Service Areas, unincorporated Zoning and General Plan, plus aerials from 2004, 2008, 2015, 2017, 2019, 2021, and 2022. The table can filter to the map extent and show 25, 50, 100, or 1,000 rows per page. This gives a Suisun City neighbors worksheet a stable geography. There is no configured radius or buffer tool and no export control. Clicked parcels can show APN/PIN, situs, year built, values, physical traits, districts, and zoning links, but not owner or mailing names.
Note: A rectangular selection is a map aid, not a certified deed, title report, occupancy list, or proof that every selected parcel belongs to one block.
Suisun City Assessor and Permit Trails
The Solano County Assessor property-information service accepts an APN or street address. Its search tips say to omit a street type such as ST or AVE and a direction such as N or W when a broader street query is useful. This is Suisun City parcel context, not an open owner-name directory. California Gov. Code § 7928.205 limits public posting of assessor roll information by owner name, and the Assessor states that ownership information is not available online or by phone.
The Assessor Research Area at 675 Texas St., Suite 2700, Fairfield, is the direct counter route, open Monday through Friday from 9 a.m. to 4 p.m.; the office lists 707-784-6210 and Assessor@solanocounty.gov. Start with the address or APN, then ask the custodian what can be released. A different mailing address can explain where tax notices go, but it does not prove that the named owner lives on the block.
The Solano Assessor property-information page is a useful visual starting point for the parcel side of a neighbor lookup.
The image points to the official property-information channel, while the counter restriction keeps owner research within the county’s stated access rules.
Permit records add a dated Suisun City project trail. The City’s Tyler EnerGov permit portal is the current online route, and the permit-history page publishes monthly Activity Data Reports for January through November 2022. Those reports can show an activity or permit number, status, APN, creation date, site address, work description, owner contact, applicant, contractor, occupancy or use class, inspection area, valuation, required and collected fees, balance, and related project fields. If the portal does not answer the question, the Building Division lists 707-421-7317, buildingpermit@suisun.com, and public-counter hours Monday and Wednesday 9 a.m. to noon and 1 to 5 p.m., Tuesday and Thursday by appointment, and Friday closed. A focused request through the Suisun City CPRA portal can identify a date range, department, and record description; the City normally determines whether responsive records exist within 10 days, subject to a 14-day extension. The request also has a mail fallback to the City Clerk at 701 Civic Center Blvd., Suisun City, CA 94585.
Suisun City Voter Limits
California My Voter Status is authenticated self-service for a voter’s own record, not a public name-and-address directory. Under Elections Code § 2194, a full voter file is limited to election, scholarly, journalistic, political, or governmental purposes. Gov. Code § 7924.000 closes street address, phone, email, precinct, prior registration details, identifying numbers, and signature from general disclosure. That is why a regular visitor cannot browse registered voters at nearby addresses.
The California voter-file request channel can supply a base file to an approved requester. Active voters are included automatically, while inactive voters must be requested separately. Optional History and District files add election participation method or precinct-to-district mapping, never ballot choices. The state fee is $15 per 1,000 records up to $100. A Suisun City block-level file analysis must follow the approved purpose, security, and non-republication rules. Aggregate precinct or ZIP information cannot be turned into a public list of Suisun City neighbors.
Suisun City Neighbors and Districts
Neighborhood names help orient a map, but they do not create a membership roll. The Suisun City Lighting and Landscaping District page identifies ten assessment districts that fund landscaping, streetlights, entry features, parks, or medians and hold annual update meetings generally in February. The public labels are useful geography for a block worksheet, not proof that a person belongs to an HOA or lives inside a named area.
| Named area or district | What the label means | Public contact route |
|---|---|---|
| Blossom / Blossom Meadows | Neighborhood label; related district references Victorian Harbors and Blossom | City district page |
| Heritage Park | Named neighborhood and assessment district | City district page and public meetings |
| Lawler Ranch | Named neighborhood and assessment geography | City district page and public meetings |
| Montebello Vista | Named neighborhood and assessment geography | City district page and public meetings |
| Peterson Ranch | Named neighborhood and assessment district | City district page and public meetings |
| Victorian Harbors A/B/C-D/E/F | Area labels used across the Victorian Harbors neighborhood | City district page and public meetings |
| Marina Village / Railroad Avenue | Official neighborhood labels; no member roster located | City maps, agendas, or district page |
Assessment districts differ from HOAs. A district can collect parcel assessments for shared public improvements. An HOA, if one exists, is a private organization with its own membership rules. No authoritative public HOA member directory was found for these Suisun City areas. Use the Suisun City page for district boundaries and meeting information, not for a list of households or association members.
Suisun City Community Contacts
Public contact information and a public member list are different records. Research found no authoritative public roster for a Suisun City church, congregation, union or fraternal group, alumni association, neighborhood association, or block-watch membership. SCPD connects Neighborhood Watch groups through 707-421-7373 for patrol, vacation-watch, and community activities, but the City does not advertise a public member directory. The Fairfield-Suisun Chamber has a searchable directory of more than 600 businesses, which shows business affiliation rather than household membership.
For lawful family reconnection or local-history work, use sources built for those purposes. The Suisun City Library obituary and newspaper request accepts an event date, subject name, and location; staff can search a two-week window and email a free PDF. The Solano County Genealogical Society lists directories, phone books, cemetery lists, yearbooks, an 1852 census resource, court indexes, and emailed lookups. Probate filings, cemetery material, and yearbooks can supply a dated lead for an heir, former classmate, or relative, but they do not prove a current neighbor relationship.
94585 Blocks Beyond Suisun City
ZIP 94585 is the only verified standard ZIP for current Suisun City addresses, but it is postal territory rather than a city boundary. It includes incorporated neighborhoods and broader rural or unincorporated areas east and southeast of the city. The Suisun City Post Office is at 325 Merganser Dr., with General Delivery and PO Box Online services listed by USPS. A mailing label can therefore point to a county parcel outside the incorporated line.
Use the USPS address lookup to verify delivery ZIP and use Suisun City or Solano County GIS to verify jurisdiction. Birds Landing and Lambie Road addresses provide documented examples of 94585 geography outside, or proposed for annexation into, the city. The July 2024 Highway 12 Logistics Center proposal and November 2025 Suisun Expansion notice were proposals, not completed boundary changes. For a boundary question, Suisun City Planning and Development Services lists 701 Civic Center Blvd., planning@suisun.com, developmentservices@suisun.com, and 707-421-7333. Choose the custodian from current GIS jurisdiction, not the ZIP alone.
Suisun City Neighbors and Privacy
Official records and commercial neighbor tools answer different questions. Solano County and Suisun City sources have a named custodian, a defined field set, and an access rule. Commercial compilation tools may merge public and purchased data, carry stale addresses, or combine people with similar names. They can be costly and still lack the parcel, case, or permit context needed to verify a block. A commercial result is a lead at most. Check the originating Solano County, Suisun City, or state office before relying on it.
| Source type | Useful block clue | Boundary |
|---|---|---|
| Official GIS and assessor channels | Parcel shape, APN, situs, and lawful ownership route | No public owner name in the GIS viewer; counter limits apply |
| City permits and CPRA requests | Dated work, project contacts, and record descriptions | Participants are not proof of household or occupancy |
| Commercial compilation tools | Possible name or address lead | May be stale, merged, incomplete, or subject to provider limits |
Household members, visitors, utility customers, and protected residents are not supplied by the public parcel viewer. A neighbor lookup should stop when the public record ends. Safe at Home under Gov. Code §§ 6205-6216 provides a substitute mailing address and confidential voter registration for qualifying participants, but it does not erase already-public records. Do not seek utility customer names. Repeated following or harassment with a credible threat can implicate California Penal Code § 646.9, and a course of civil harassment can support relief under Code of Civil Procedure § 527.6.
Lawful use. Use Suisun City neighbor records for personal, lawful research, family reconnection, civic curiosity, or safety awareness. Do not use a parcel, voter, permit, or community clue to watch, intimidate, stalk, harass, or harm another person.
